Go inside jabu jabu and go to the door ahead of you don't go down if you dropped her and lost her shes either in the room where you go to when you fall down those holes or where the holes are

Princess Ruto (a Zora, not a Zoran) can be found in Lord Jabu Jabu until you fight the miniboss, then she disappears until you beat Barinade. After getting the Zora's Sapphire she will be sitting next to her father until you become an adult. As an adult, she can only be found in the Water Temple in one or two rooms, she cannot be found anywhere else.

This depends on whether you are a Child or an Adult. As Young Link she will be in Lord Jabu-Jabu's belly until you rescue her. As an Adult she will be in the Water Temple.
