There is no character named "Sarah."
Saria is found at the entrance to the Forest Temple in the Sacred Forest Meadow. You get there by making it through the Lost Woods.

'Sarah' (Saria) is located in the lost woods (Forest Maze) to find her, follow the music.
But it's not that easy.
You see, once you find the Sacred Forest meadow, you have to kill a Wolfos (Wolf enemy).
Then the door will open. You will find a maze with Mad Scrubs, like deku scrubs but you
Have to hit them while they run around.
They also spit out three nuts at a time.
Go up the staircase at the end. You'll find the entrance to the Forest temple (for later in the
Game) and most importantly, Sarah/Saria is sitting on a log, waiting for you!!!!
