Im not 100 percent sure but I think you have to get rid of all the other masks.I beat it already and got it but I don't exactly remember

After giving Zelda's Letter to the Guard guarding the entrance to death mountain, you can get the first mask (Keato Mask) and give it to the same guard. Return to the Mask shop to pay for the mask and get the new mask that appears.
Find someone to give the mask to and return to pay the mask. You do the same for the next mask.
The final mask, the Bunny Mask, is given to a runner behind the Lon Lon Ranch. Im not sure, but I believe he appears at daytime after you completed the Jabu-Jabu dungeon.
Return to the Mask shop to pay for it and you get the option to borrow all 4 of those mask, plus the Mask of truth and 3 others.

Keaton Mask - Guard at Death Mountain
Skull Mask - Skull Kid in Lost Woods at Kokiri Village
Spooky Mask - little kid in Graveyard at Kakariko Village during daytime
Bunny Hood - running guy in Hyrule Field (along dirt path), sitting at nighttime
PS Use the Skull Mask in the hidden hole in the ground where all the Deku Scrubs are in the Lost Woods (where you plant a Magic Bean) to upgrade your Deku Stick capacity.
