C. Core Question

I've learned that the only way to unlock certain AD Skills is by the use of Capacity Cores(aka: C. Cores).
But, what I want to know is Once your Character has reached it's Maximum level, will he/she be unable to get certain AD Skills if certain Stats have not been raised high enough?

Ex: Say I wanted to give Anise the AD Skill: "Critical Up" which requires her to have her P. Atk increased by 50+. However, if her Level is at Maximum, will I still be able to increase that stat with a C. Core?

Or to put it in Simpler terms:
If you reach Maximum level, and failed to acquire a specific AD Skill, Are those AD Skills permanently out of reach for the Specified Character?
