Question for Super Street Fighter IV 3D Edition

GUARD BREAK

I've been playing "Arcade Mode", and, Depending on the difficulty, I've noticed that My opponents' won't stop Guarding.
Which often allows them to Counter all my attacks, which often causes me to Loose a fight. :(

So, How exactly do you perform a "Guard Break" on your opponent?
