If I level up and buy moves on the wii version does any of this transfer to the ds version?

Yes it does because the level and moves is saved onto the figure not the console so if you level up and buy stuff on wii that figure will be that level on any console

this is true from console to console, but all the move sets are different on 3ds, so how does that work?

The level transfers. This is what gets the moves...
