I have concluded they mean that you need to catch the fish that has roe with it, not as most of us read it use hard roe as bait.

Hard roe is not a bait. There are some fish that when you catch them, they have hard roe (fish eggs). You just need to keep fishing until you catch a fish that has hard roe.

Hard roe just means it's a female fish with eggs. You have to catch a fish with hard roe before you can add it to your site.
