Does anybody know where and how to get to the "Kiloude City" ? I don't see it on the map..thanx

Kiloude City can be found in the southeastern part of the Kalos Region. You can't access it until you have defeated the Elite Four, when Professor Sycamore gives you the TMV Pass.

Thanx..it does I've beat the elite 4 like 5 times. ..I have one more question. What is it most close to?

It's most close to your hometown (Vaniville Town). It's almost directly below it on the map.
