I was trying to breed a starter for shiny Pokémon when I noticed that most of my 'Parent Pokémon' had grown to extraordinary levels. At this point I switched I switched out the parent for another but if I allowed it to, would it be able to evolve after it has reached it's max level? Also, if the Pokémon is above it's 3rd evolution unlock level and it was still in it's first evolution, would that Pokémon turn into it's second form or go straight to it's third form upon leveling up? (Assuming it does not evolve by a type of stone...)

A Pokemon can't evolve after reaching Level 100. It will remain the same no matter how much you use it in battle.
To answer your second question: if you have a Pokemon that it in it's First Form which can evolve twice and you have gone beyond the level it evolves at for it's Second and even it's third Form, it will only evolve into it's Second Form upon leveling up. It will not evolve from it's First Form into it's Third Form.
