Yes, it is a remake. The original version, Pokemon Ruby, was released for Gameboy Advance in 2002.
Even though this game is a remake, there are many new aspects of the game, as well as new twists in the storyline.

Pokemon Omega Ruby is a remake of the old version of Ruby that came out around 2002 or 2001 and everything in Omega Ruby is kinda of the same but it's got better graphics and it's a better quality because the old version came out on the Game Boy witch dint have very good graphics.
