Will Pokemon Omega Ruby use Pokemon Bank? I was wondering if I will be able to use Mega Sceptile in my X and Y and my Greninja in Pokemon Omega Ruby without a second 3DS.

Yes, Pokemon Omega Ruby and Alpha Sapphire will be able to access the Pokemon Bank but Mega Sceptile might not be available in Pokemon X or Y since it's programming data would need to be in it in order for Mega Sceptile to be in it.

Yes, PokeBank will be accessible for both Pokemon Omega Ruby & Pokemon Alpha Sapphire.

At the present time, it doesn't look like you'll be able to use Mega Sceptile in Pokemon X or Pokemon Y. This is because Mega Sceptile Programming Data isn't found in Pokemon X or Pokemon Y, neither is it's Mega Stone.

However, you should have no problem using Greninja in Pokemon Omega Ruby & Alpha Sapphire. You might need two 3DS to trade it from one game to the other though.

Kalos rules apply to trading (GTS, and Person - Person) & battling. All new Mega Stones (with the exception of Latiasite and Latiosite, which were coded into X & Y), and the Red & Blue Orb cannot be sent to X & Y in any way.

Also, you cannot send the following Pokemon to X & Y:
A Groudon with the move Precipice Blades
A Kyogre with the move Origin Pulse
A Kyogre with the move Dragon Ascent
Note: These Pokémon CAN be stored in Pokémon bank with these moves, but they cannot be put on a X or Y game.
