You get Togepi at Lavaridge Town from the old lady near the hot springs when you have defeated the Elite Four.

i didnt need to defeat them........i got it from her as a egg and i havent even been on victory road yetCross Stinger answered:
From an elderly woman near the Lavaridge Town hot springs after you've received the Wynaut egg from her and obtained the National Pokédex.
