There is no thing called Dish hook in this game. You probably mean Fish Hook. Yes you can find it again even if you have used it. Go the the very west side of Decalburg, there is a Toad there selling the Fish hook, well any "Thing" items you have used. You can buy it for around 400 coins. If you don't want to buy it back, you just go to the place you originally found the Fish Hook. In this case you go to the Secret Door in World 3-6.
