It's in the Pier level. Go to the second room, or the room with the basement, whatever you want to call it. Go in the basement and you should notice it's really dark and you can't see nothing, this means you need the lightbulb. Go in the Yoshi Sphynx, World 2-2, and collect the lightbulb there. It should be in the room west where the comet piece is. Once the lightbulb is collected, turn it into a sticker, go back in the dark room in the basement and place the lightbulb sticker there. Bam, the Steering Wheel is now yours.
