Press Y and use the fan to cause the windmill to move it's blades out of the way so that you can enter the windmill. You must use the sticker on the stump located to the right of the windmill. If you have already placed the fan in the sticker museum, just go back to decalville and head to the door to the left of the "perky" sticker wall and buy it back (don't worry, you will still have your copy of the item in the museum). Once you have entered the windmill, just input the code #-#-#-# and VIOLLA! The path is open!
