Unless you have the latest action replay, robopup can only be obtained through 11,000 trainer points and/or playing for 31 days.
And even then you have to collect an obscene amount of materials to buy the voucher.
You can buy an action replay here at amazon.com, they're surprisingly cheap, but this is because they are not endorsed by Nintendo. They have a chance of certain codes ruining your game, so be cautious when using it.
