You need to have 2,000 owner points with the dog you are trying to teach it to. To check this go into their info and touch the picture of them their personality will show up as will how many points you've earned with them my first dog has over 3,000 points and knows all the tricks.

I found that my dogs kept howling each time I got an iMessage.... Although I don't have enough points to teach howl yet, I presume....
