They are already all unlocked along with all the dream events

Well if you get a suit (Rouge, Charmy, Omega, ect.) And make/download a Mii with the face of the charater it will be a new charater... P.S. The suits of such charater reponds to it's charater conter part for example Tails suit increases your skill but lowers power.
