Use the dog to dig up the brown pieces of lego. Underneath is a wheel which you carry to the bridge. The second wheel is uncovered the same way - the dog digs it up - but then it goes into a tree. The man asks you to help him find his picnic basket and in return you use his bird to fly into the tree and knock the second wheel down. Once this is on the bridge, the bridge will go down.
