How do I plant rice seedlings? It wont let me plant it anywhere?!

Rice can only be grown on the Konohana Farm. To plant rice you have to flood the rice paddy, but you can only do this during the Spring season.
It was only available in konohana village and you need to upgrade your barn there before you can sow it
