How far are you in the game? In the beginning you will have to make due with copper and iron and whatever you can scavenge from the forests. You can purchase those two materials from the Architect lady. Hope this helped!
To upgrade the axe and hammer, you need to gain Iroha's friendship. Giving her scrap metal, rocks, or any type of ore with make it rise. She will give you blue prints the first time you give her something, the blueprints being a copper hoe, copper sickle, and a copper watering can!~ Keep giving her items of those type and she will eventually give you the blueprints for the iron axe, and iron hammer!
