The only cookies in the game are Chocolate Cookies, which you find by fishing.
Once you get the recipe the ingredients are:
Flour
Any Milk
Any Egg
Walnut
Cocoa Pack
Flour and Cocoa Pack can be found in Hana's store or you can make it yourself using the Fermenter and Miller in the Maker Shed. The Maker Shed is available on your 1st year when Rebecca comes to town. The Egg and Milk you can get from your cows and chickens. The Walnut you can find whenever you go hiking.
