Is there a way not to get the fortune teller to come to your town?
I think it is ungodly and don't want her to come to my town.

Im afraid not. I'm sorry. She will continue to come to your town once a week no matter what. Her fortunes barely effect the gameplay. The only way to get her to stop visiting the Plaza is to visit her and receive her fortune until she agrees to open shop permanently in the Shopping Center. But no, there is no way to ban her from your town.
