Go talk to isabel about what to do around town. When she mentions sea shells, run to the beach, pick it up and take it back. Talk to her, you may not actually be able to give it to her but if so it should pop up right then.

You don't have to do it on the first day. I had been playing the game for about two years by the time I finally got her the sea shell.

You have to click "advice for living here" after you pick up the shell.

you have to have a seashell on hand when she mentions the beach, then you’ll be able to give her oneGuest answered:
Run down to the beach and pick up a shell. Go back to the town hall and talk to Isabelle again. One of your options will be “Take this" or something of the sort.

You go ask for advice for living here right after she mentions the shell the first time she will say it again and you will have the option to say " a shell? Here ya go.." or something like that and she will reimb6you with a basket of fruit not common to your town. I got pears.

Once she asks you for a seashell go down to the beach and grab one. Then, go back to the town hall and press the advice for living here option. She'll talk about the beach again then you'll get an option to give her a seashell.

Ask her for advice until she talks about the beach and talks about wanting a seashell. Go get a seashell. Ask her for advice again and she will talk about the beach again and wanting a seashell then it will give you the option "Seashell! Here you go."

Get a seashell ready then go to her and ask for advice. If she brings up the beach and how she wants a seashell, you will get the option to give her the seashell you have. She also gives you something in return!

After she mentions it go get a shell and go back
Ask for advice for living here again
When she says it the second time it will give you a response option
It says " a shell? Here ya go.." or something of that nature.
Click it and done.
She reimbursed me with fruit. Pears which aren't common in my town it will probably be different for everyone depending on what your local fruit it.

Just get a shell and ask her for more advise, she'll remember then thank you by giving a fruit that's not in your town.
