To unlock the Gardening Shop, you need to either:

Plant 30 trees.

Water 30 flowers.

Plant 30 flowers.

Pick 30 weeds.

The Gardening Shop is owned by a sloth Lief. If you have over 50 weeds in your town, he will close the shop temporarily.
