When you are in the chase view hold L1 and press the Right analog-stick Up or Down to adjust the zoom.

Change Focus

Switch to the chase view by holding L1 and diagonally pressing the Right analog-stick Up/Left to Down/Right. When you do this you will be able to see the rear of your vehicle and make sure the camera is not locked.
