You need $10000 or more to unlock city two.
In Normal Rules, 3, 5 or 10 minutes in Crazy Taxi mode earn $10,000 or more to unlock City 2. To make it easier go to the Options menu and lower the amount of traffic or turn the time up to 70.
Get City 2:
Unlock City 2 by making $10,000 or more in normal rules in the Crazy Taxi
Mode (3, 5 or 10 minutes).
Turn the time up to 70 in the options menu.
Lower the amount of traffic and time difficulty to make the level easier.
